Monterey Technologies, Inc. Selected as One of Twelve Firms for $498 Million Navy Contract
Park City Based MTI to Work on the Navy’s Next Generation Navy Mission Planning System (NGNMPS)

Park City, UT — The US Navy has chosen Monterey Technologies, Inc. (MTI), along with 11 other companies, for a five-year contract worth $498 million for the development of the next generation of tactical aircraft mission planning and execution systems.
MTI specializes in human factors engineering – a discipline that takes a specific user-centered design approach for the design of complex systems and processes so they are more usable and intuitive for the end users. Earlier this spring, MTI was recognized by the Department of Defense for the firm’s development of the ViPER (Visual Planning, Execution and Review) mission planning software that is used on US Navy, British Navy, and Australian Navy submarines as well as on US Navy aircraft carriers for complex, multi-aircraft strike planning.
“As a firm we have had great success with our ViPER mission planning application,” states Robert Chamberlain, the Chairman of MTI. “We are pleased to be working with the Navy to develop additional mission planning systems that will aid our military and global allies.”
The five-year contract focuses on the development of software and hardware for the Naval Air Systems Command’s PMA 281, the Strike Planning and Execution Systems Program Office. This mission planning platform will be used by the Navy, additional US military branches, and foreign partners for planning, visualizing, and executing complex missions.

“Our core competencies are focused on ensuring that complex systems actually do what the users need them to do, and are intuitive and easy to use,” states Chamberlain. “MTI’s capabilities – along with the services from the other highly respected firms – will help ensure the success of this project.”
In addition to the development of the mission planning software and hardware, selected companies will develop feasibility studies, technical/programmatic documentation, training documentation and products, along with developing help desk support hardware, and operations and sustainment products.
Work is expected to be complete by April 2025. The estimated cumulative aggregate ceiling for all contracts is $497,500,000 with each of the companies having an opportunity to compete for individual orders. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
